NMC Directed to Ensure Transparency in Tree Management

The Nagpur bench of the State Information Commission (SIC) has raised concerns over the lack of transparency in tree felling, planting, and compensatory plantation by the Nagpur Municipal Corporation (NMC). In response, the SIC has instructed the NMC to promptly publish all details regarding permissions granted for tree felling, plantation activities, and replantation efforts on its official website.
Rahul Pande, State Information Commissioner, has urged the NMC's Garden Department to proactively disclose information about applications for tree cutting submitted by individuals and project proponents, including application dates and decisions made, such as permission granted or rejected. Additionally, Pande directed the NMC to provide updates on complaints filed with the police regarding illegal tree felling, including the status of such cases and any actions taken, such as FIR registration.
The directive comes after a second appeal was filed by Pramod Joshi, a senior resident of Ram Nagar area, highlighting the lack of accountability in the tree management process. Joshi lamented the delays in processing legitimate applications while illegal tree felling activities reportedly thrive with the alleged involvement of certain contractors and civic body employees.
Under the provisions of the Maharashtra (Urban Areas) Preservation of Trees Act, 1975, the Tree Officer of NMC holds authority to make decisions regarding tree felling, plantation, and compensatory plantation. However, the prescribed timeframes are often overlooked, resulting in a backlog of pending applications and complaints.
According to Joshi, the city witnesses rampant tree felling, leading to a decline in green cover, while individual homeowners face penalties due to delays in obtaining permission for necessary tree maintenance. In response, Garden Superintendent Amol Chaurpagar informed the SIC that NMC has conducted a tree census to gather authentic data on the city's green cover. NMC officials have pledged to publish available data on the official website, allowing for public scrutiny and verification.
The SIC emphasized the importance of public accountability and transparency in tree management, stating that the availability of credible information would facilitate public oversight and prevent disputes between activists and authorities. With the promise of improved transparency, citizens hope for a more responsible approach towards preserving Nagpur's greenery.
