The deadlock in the Rajya Sabha saw some progress on Thursday as the opposition backed down from their initial demands. They gave up on their insistence on discussing Manipur under Rule 267 and withdrew their demand for a preliminary statement from Prime Minister Narendra Modi. However, the opposition proposed an alternative solution, suggesting that the discussion be conducted under Rule 167, which deliberates on matters of public interest. Despite this proposition, the specific wording of the motion under Rule 167 was still a point of contention, and the stalemate continued throughout the day, resulting in disruptions within the House.

The opposition's change in stance was prompted by a morning meeting among various opposition parties. Congress leaders advocated for a pragmatic approach to breaking the impasse, voicing their concerns that the prolonged deadlock was being exploited by the government to pass crucial bills while stifling the opposition's opportunity to express their viewpoints.

During a meeting with government representatives, the opposition formally proposed that the government opt for a discussion under Rule 167. The opposition presented the 2002 debate on the Gujarat riots conducted under the same rule to substantiate their proposition. Although some government representatives expressed agreement with this approach, Home Minister Amit Shah's unavailability due to his engagement in the Lok Sabha's discussion of the NCT Bill hindered progress.

As the Rajya Sabha remains ensnared in a gridlock, stakeholders are striving to break the current impasse for the greater good of parliamentary proceedings and democratic discourse.
